I don't know. You compare two situations:
One in which you are receiving $35/month and one in which you are receiving nothing.

At $35/month, they have to be covering variable costs. Their costs at that point are only subscription fees to channel providers.

Anything over the variable costs is going toward overhead and other fixed costs. I guarantee me paying $35/month vs paying nothing is a positive financial decision.

My guess is that there are other strategic reasons to not retain lower-paying customers.
