Yes it really is a personal decision...
and one that should be made looking at the individual kid and the individual situation, not just saying "I love this school so you should go there".
I had this argument with a guy on twitter a few months ago that was tweeting at kids that had scholarship offers to other schools and PWO's from BYU and he was telling them they should pass on the scholarships and take BYU's pow instead as if that blanket claim from a guy that doesn't even know these kids personally is appropriate.
