Watering the pitch is common practice in soccer.
They do it to create a field surface they prefer. RSL does it before games and at half time if needed. I have watched the field being watered before and at half time during a Men's US National team soccer match against Honduras. Very common practice. I've never seen it done before football games. So if it was 'watered' before the BSU game and knowing what I know I wouldn't think anything of it. You want the best playing field possible.
