P5 should play P5. Since April 2018, he has signed H/H series with:
ND
Texas
WVU
OU
Wisconsin
For a team noted for not playing true H/H P5 series, this is a concerted effort. They will still schedule the USU and Austin Peays of the world but by the end of the SEC's TV contract, they will reach their target goal of playing 10 P5 games/year, in future seasons.
Utah's Mark Harlan is cut of the same cloth. In a two month span, he signed H/H series with Arkansas and Florida. The rivalry game was deferred to make room for the Florida series. There will be more scheduled P5 non-conference games and the will come at the expense of non-P5 series. Harlan wants Utah to also play 10 power conference games a year. In the future, Utah will only need two non-P5 games, each year. That is also a concerted effert.
Larry Scott opined that PAC 12 schools should play 10 power conference games a year. It will take a concerted effort to make that happen.
