After BYU won a legitimate NC in 1984 (not a banner-hanging-worthy south division co-champs thing), obvious anticompetition issues occured and things were changed to make sure a "lower level" team wasn't able to do that again, and after the 1996 and 2001 BYU teams got snubbed by the "Alliance" or BCS or whatever, the "in crowd" had pressure to change a little, so concessions were made to allow non-"power conference" teams to get into those bigger bowl games.
