The content of the rules is not the point.
The presence of a code of conduct does not remove agency. Temple recommend interview questions don't remove agency. They are an invitation. BYU is no different. BYU is not a temple, and the HC is irrelevant to temple worthiness. But they are both situations in which there are requirements to attend. Those requirements do not take away agency. They are simply invitations.
