I knew kids with 4.0 GPAs who went to USU.
They also did not get scholarships at BYU because they did not have high enough ACTs.
At least in my current area, essentially every LDS high schooler with high grades and ACT has a desire to go to BYU. The kids who do not desire to go to BYU are usually the types of kids who are just going to be grateful to get into any school anywhere.

For USU it isn't anti-LDS bias. It's 3 decades of watching BYU have all the limelight meanwhile the Aggies sunk into
