That "rule" might be a local one, based on preferences of the leaders.
I had an interview once with a counselor in the stake presidency who made it clear that beards were a sign of rebellion against authority I couldn't point out that every church president from Brigham Young to George A Smith had a beard, not to mention every popular depiction of Christ, because I would be rebelling if I did.
