Maybe he was given a break because Arizona is so sketchy
with the money from Miller to Ayton thing. A player could make a compelling argument that they
don't want to be involved in a sketchy program like Arizona and maybe the NCAA would rather not deal with
the fall out of denying such a request. Pure speculation.

Waivers usually depend on the school the player comes from. If they are ok with it, it is granted. If not, then no.
