so apparently they have plenty of it, they just don't like paying it to employees. But they have plenty for whatever they actually do want to do, like travel for a bowl game. BYU generally takes all players to bowl games, including redshirts and injured guys plus their wives and kids if they have those. They do a good job of making bowl games a reward for the players and other staff. They will spend the money on something like that without to much of a complaint.
