exception of men's basketball, maybe (i.e. men's basketball isn't even revenue generating at every school). Generally, the other sports, men's and women's, don't bring in more money than they spend, so they should be eradicated and football keeps all of the money it generates. If that's your view of college sports, then that's an argument you could make.
If you truly want the school to best allocate resources to help football out, then baseball and softball should be dropped before XC. They are almost certainly a bigger sink on resources than the XC team, so it would be smart to start with the biggest budget items rather than fussing over the small stuff. They also aren't top 5 teams consistently like the XC team.
