I would guess what you are suggesting would have <1% chance of success and could be incredibly costly.

I also think you are assuming this would result in a live ball able to be recovered by the kicking team. I don't know the exact rule, but if a rusher on the return team tipped a punt, that doesn't make it a live ball the kicking team can recover. I think what you are saying would only result in a punt being basically unable to be returned and would result in a small net difference on field position.
