My sister is an ER nurse down there, not ridiculous, but absolutely necessary
Moab only has a 17 bed hospital with no ICU. They have hardly any capability to handle severe cases of COVID 19 for the local population, let alone all the tourists that could be bringing it in, spreading it around, and/or getting very sick while there. She is a more avid outdoor person than about anyone on this board. She is a river guide, has done the Grand Canyon twice, did a source-to-sea trip from the headwaters of the Colorado down to Baja on her kayak. NO ONE hates this situation more than her, but she is glad it was done as it is totally necessary. Cry all you want, but it had to be done
