There are lots of places to go without visiting Moab,
but where do they all go if they need medical care? I'm not sure how many hospitals are down in that area, but any outside of Moab are going to be as small or smaller and just as easily overwhelmed. I think you may be underestimating how insanely busy that area gets. The hospitals get hit with all the normal outdoor related injuries that put them at or beyond capacity already. Putting COVID-19 patients into the mix breaks the system, for all the small towns in that area. The work she does with Classic Air Medical is flying into all those remote places on your pics (and the small Dr. offices that service those small towns near those areas) and flying patients out to larger hospitals that can take them. I think the issue is that there is no capacity in that area to handle any influx of COVID-19 patients along with the large amount of normal patients they start to see as people start camping again.

Trust me, she has as good as if not better knowledge of those areas as you or anyone else does. No one is a more avid outdoorsman than she is. And she also has a much better awareness of the overall medical capacity in the whole 4 corners area given her jobs. We may agree to disagree on if it is necessary, but I take her word based on her background over about anyone else. At the beginning of all this I too thought a bunch of what we are doing was all an overreaction, but as I talk with her and other friends in the medical field and read more on it, I understand why they are doing it. It does suck, no question, but it is necessary.
