Parents need to remember elementary schools can't require anything! It's on you!
If you don't want your child to attend zoom or do homework then don't. Teach them to cook or have them learn art from YouTube videos. It's up to you! You are in control until high school. So if you don't like it, don't do it, same as when schools are in regular session.
