~45 states? Are people in Lousiana willing to respect the idea of social distancing, or are they packing Mardi Gras parties? What about all the people who packed beaches during spring break, the megachurches still holding services, and people holding coronavirus parties? This isn't something uniquely American, but Sweden seems to care about others more than we do and thus have less idiots licking things in public. The most effective argument I've seen against quarantines is that too many people see them as unnecessary or a hoax and the whole thing will be wasted as soon as the quarantine ends and some of the "this is a hoax" crowd interact with people who had followed guidelines.
