You can apply for both if the money is used for different purposes, payroll protection primarily for payroll, utilities, rent/mortgage, and you could use the EIDL for equipment, materials, etc etc. At least I saw that somewhere, and it makes sense. A lot of businesses will need more than just their payroll paid for for 8 weeks.
