Its the combination of BYU, Boise, UCF, Memphis, Cincinnati, Houston, Navy, etc.
First off, Boise makes about $5.7M/yr currently. The AAC is at $7M/yr per team right now. And that is before its number of Tier 1 games goes up exponentially due to the additions of BYU & Boise. So to say Boise's "sweetheart deal" is better than they'd get in the AAC is simply wrong.
In a given year will a couple of those "premiere" teams be down? Sure. But with that many good/decent programs you're not going to run into the issue of lacking quality opponents in conference. That's what makes the P5 conferences better, they don't require their 1 or 2 bell cows to dominate in order to be respectable because the conferences have depth.
