That argument holds absolutely no water, not even a single drop.
Doman was promoted back when each team was allowed a max of 10 coaches. At that time nearly all OCs coached a position group, and by far the most common position group was QB. There was absolutely nothing uncommon, unusual, or even slightly burdensome about Doman being both OC and QB coach.
