If the Jets trade down, it won't be out of the top 10. Keep an eye out for a team like San Fran or New England to move up into the top 10*, but until they do, they can't get up to #2
*Teams in the top 10 that could move down include
#5 Bengals - already have a QB, there's been some speculation they might move down. Frankly I don't think they will, at least not until Sewell is off the board. He's just too good an OT prospect and there's a chance he could last until 5. If he doesn't, I'd expect Cincy to trade down, but that would be too late for anyone to use that pick as a springboard to #2.
#6 Eagles - they might want a QB themselves, but if they're sold on Hurts or (realistically) looking at a total rebuild, they might reason that a lot of picks is the better way to go, especially with all their cap space issues
#7 Lions - this is another case of a team that could really go any direction; that said, they've signed the HC and GM to the type of long term contracts that seem to indicate they realize this is a full rebuild. Getting more picks, or later picks, after they've run Goff's contract out, could be appealing to a team that could go any direction at this point.
