If you pull on it and it comes up easily with no resistance, it is 100% bugs. Gonna need to spray for them.
Had it happen to me about 15 years ago after paid a rando to aerate the lawn. Apparently, they didn't clean the machine before doing it and brought the bugs over from another lawn. After we sprayed it improved. Took time but got much better the next year.

Highly likely it's grubs especially if that area is especially dry. Grubs like dry, sunny areas of lawn. I put down
