In my experience, if neither driver admits to doing anything wrong, and the cop
didn't see it, the cop isn't going to issue a ticket.
But I'm not in Utah. IDK what they do there.
If one side admits that they were in the wrong, I doubt having the ticket will make much of a different. But I guess if that wrongdoer changed his story later, you'd have the ticket to rely on. That's worth something.
