Pull the leads from the timer, shiny them up
And hook your 9 volt to them. Often leads have bad connection especially if in the weather.
Shiny up your leads on the solenoid too.

A barbed connector in pvc? That seems odd. Those are generally reserved for drip systems utilizing drip line.
