Just a follow up...

Installed a cartridge and had hot water 30 seconds later. I’m still not 100% sure I understand what was going on, but that seemed to fix it.

Make sure all the valves on the pipes in and out of the heater are on.

Yes, it’s Delta. Trim doesn’t come in for a few more weeks.
