Rutgers was already in an AQ, but since you asked...
In their last 8 years in the Big East (pretty weak AQ, but still an AQ) before being invited to join the Big 10
Rutgers won:
60% of all their games, including
52% against AQ competition (37/71) and
86% against non-AQ opponents
With one Top 15 appearance
Which is better than BYU has been as an independent or the end of their MWC stretch.
Rutgers is abysmal now for sure, but in the lead-up to that invitation, Rutgers had been on par with or better than BYU at those points.
And even then, Rutgers was only invited to the Big10 for geographical reasons (population of NY and to provide an Eastern edge and keep Penn State from leaving)
