The US has listed total medals first for as long as I can remember.
It's not like the data isn't all there. Anyone who wants to prioritize gold medals over total medals can just look in the first column.
Or if they don't like that, they can go find one of the thousand websites that list medal counts in their preferred way.

A lot of it is also other countries are better able to send their youngest, best, & brightest to America for college and
