"IF the Fed printed money that was not borrowed, but directly put into the system, THAT would be inflationary."

So according to this logic Congress should just spend as much as they want because it is not printing money, it is just borrowing it from the Fed. What you fail to consider is that wasteful government spending is essentially just blowing money into the system. Government overpays for everything. Government spending is not good bang for your buck.
