Who's going to set rules? NIL finally came into being because the Supreme Court

ruled that the NCAA can't set rules on private deals that athletes might make with individuals and businesses.

The NCAA is still enforcing rules to the maximum extent it can. All the NCAA can do is block schools from giving money to students directly.
