to massage the pride of people invested in bragging rights of the university associated with how its various departments perform and are perceived in competition with other schools (athletic competitions, departmental rankings, press fawning). But not a good idea if the goal is to have all of the university's programs, and the university as a whole, serve a distinctive and higher set of values.
