Not private. There are and have been plenty of faithful members of the church in
admin roles.
Take away church ownership, reduce undergrad enrollment, increase emphasis on graduate studies, and you don't really have anything significant to differentiate BYU from the UU.
That's fine since UU is a great intuition, but it doesn't really further the goals of the church. BYU is all about giving undergrads a strong spiritual and educational base to help them start their adult lives on a good track.
