IF they were intent on keepin all of the Texas schools in the same division,
then from a geographical standpoint it would make more sense to split the divisions as follows:

West:
Texas Tech
Baylor
TCU
Houston
BYU
Oklahoma St

East:
Kansas
Kansas St
Iowa St
Cincinnati
West Virginia
UCF

Put Texas in the West and Oklahoma in the East until they leave for the SEC (my guess is a deal is reached for them to leave for 2023 so probably doesn't really matter). Just guarantee that Oklahoma can play OSU and Texas in their crossover games until they're gone.

Its seems to me the above attempt is them trying to keep all the TX schools in the same division, OK and OK St in the same division, and Texas and Oklahoma in different divisions so that they don't have to "restructure" the divisions. Keeps the Texas schools happy but makes everything else make little geographical sense. As others have mentioned, what makes the most sense would be to actually split the Texas schools into different divisions and go East/West. You could keep 2 Texas schools in each division if you have to. Could look something like this:

West:
BYU
Texas Tech
Baylor
Oklahoma St
Kansas
Kansas St
(Oklahoma St)

East:
TCU
Houston
Iowa St
Cincinnati
West Virginia
UCF
(Texas)

That makes MUCH more geographical sense to do, but does split the Texas schools. Every team is guaranteed at least 1 game in Texas every year.
