Not in Utah, TX and yes, and it is until 17 here. Can take I think one friend.
But I would totally do it in Utah too.
In fact I think kids shouldn’t get permits until 16 and then drive at 16 1/2 for 6 months no one else. 17 yea then you can do whatever.
