The rule in our state is slightly different, but we go by it. We know of people whose teens did not and they had their
licenses suspended by the local traffic magistrate for violating that or other rules (curfew of 11pm if under 17; speeding in a school zone, etc). All probably justifiable done because of the number of incidents there are for each of those things, but super inconvenient.
It's kind of dumb because 16 year olds have no limit on the number of family members they can drive. So my daughter could drive a handful of younger siblings with her but is limited with friends.
