Normally I'd agree but a lowered hoop could be very deceiving when backing up.

Just by the way it hangs. Especially when you back up day after day and the base and pole hasn't moved. Should the owner be liable? That's not what I'm saying. But I do think this was different than simply not looking. I don't think that's fair here.
