Brown grass isn't dead, however it is severely dehydrated which means that the
space between blades of grass has increased which allows more light to travel further into the ground which stimulates any seeds in the soil thus producing increased "weed" growth. A lush lawn with few exceptions actually acts as a weed barrier.
