The first number is the number of permanent rivals. The second is the number of teams they play each year that are on a rotating basis.
Interestingly, it doesn't make sense to go with 'permanent rivals' for anything less than 14 teams (maybe 13). Also worth noting that without divisions, odd membership CAN work (though scheduling would be a bit obnoxious).
For a 12 team league with either 8 or 9 games, this type of scheduling just doesn't make sense. For 14 it does (with an 8 game conference schedule). For 16 it does, regardless of whether it's an 8 or 9 game conference schedule
I'll also reemphasize my 12 team suggestion of 2+6, with 2 permanent rivals and then playing each of the other 9 twice per 3 years
