Will they? Will a broadcast partner really be willing to pay enough more for
adding Utah?
The Big XII needs to be cautious that they aren't adding teams that (like Utah) would be a net negative to team payouts.
They already have BYU. There is nothing Utah can offer that adds any real value to broadcast partners.
Adding dead weight is part of what killed the PAC. The Big XII needs to be careful that they don't tip the scale.
