The simple division of total contract$/# of schools might not be that different
but depending on how far they go with unequal revenue sharing, the actual distribution for a given PAC school could be at a more significant gap to the what the Big12 will get. Even if they try to keep some of the potential PAC defectors happy at the expense of say, OSU and WSU, they aren't going to be able to keep EVERYONE happy. All the Big12 needs to do is take 2 PAC schools to deal a blow to their inventory, which could widen the gap more. If Arizona and Colorado are being asked to cough up more to the UO/UW kitty, then they would be a threat to leave and now you have a PAC8 who can't fill all the ESPN windows well enough, resulting in an even lower bid from ESPN, as they begin to direct more effort/$ to winning the Big12 contract.
