Necessary testing. In the meantime, if she still has a car, sabotage it by disconnecting the car battery.

I don't know a single doc around that would let a patient keep a license with significant dementia that just got in a bad accident. But, patients still drive even without a license (they forget it was taken away), thus the sabotage to the car.
