8 is probably the best number: 6 highest rated conference champs + 2 at large.

The season needs to mean something. Conference games need to mean something and should be used to weed teams out. Football is demanding on the body, so limiting the number of games IS important. No team ranked below 8 has won the NC, so....

The 2 at large teams should be conference champions if they are ranked in the top 16. If no additional conference champion is ranked that high, then it becomes the highest rated at larger team.
