In that unlikely scenario, I would buy the 14k vehicle. I suspect it's much
more common that the dealers pay virtually the same price for the car, and ask virtually the same price.
The difference comes when one buyer gets suckered by a few hundred off MSRP, or at "dealer invoice", and the other buyer gets it for much less because he knows how the game is played.
