If a poor person has the facts on their side they would have no trouble finding
A lawyer to take their case on contingency. If the facts don’t favor them no case would be filed by either rich or poor plaintiffs. If you don’t think you will win you won’t sue.

Many countries are loser pays. The US decided that structure would reduce the poor’s likelihood of seeking justice.
