Renters pay property tax too...
The owners pass the costs of the property on to the renters and so when property taxes go up the rents will typically go up too. When property taxes go down, rents would decline also (or increase less quickly) if there's a competitive market for renters. If not, it probably just benefits the property owners with a windfall of cash.
