It's a distinction without any actual difference. Utah is still bound by the GOR

just like everyone else in the conference. The one exception Utah has (the 99 year clause) was something TExas and Oklahoma were bound by, and it wasn't even a speed bump on their way out of the conference.

The GOR is what matters. It's the only thing that matters. And Utah is in an identical situation with regards to the GOR as every other team in the conference.
