I think you are trying to give Utah credit for doing something they are essentially forced to do at this point. The "independent" investigation (who knows how independent it actually is) is completely reactionary - they haven't been proactive at all in their process. It is an attempt to signal to the NCAA that they are "taking it seriously" (something all schools do when they are caught and didn't do things right the first time).
