Expensive programs to start up and as BYU uses Tithing to subsidize a large portion of the cost of BYU I just don't see them wanting to dive into this. They would be adding a huge liability that would probably mean raised tuition for all not just those in the medical programs. I also think that BYU sees that there are plenty of other good schools offering this and so they don't need to.
