Interesting. Similar thing happened with the dental school at the U of U.

Initially, the offer was declined because the state doesn't have any sort of dentist shortage, and the legislature didn't want to pick up the tab (2M/year IIRC). Not sure what happened to change that, however, because the U of U opened up a dental school a year or two back.
