It wouldn't surprise me if the Philly high rise was a stipulation given by the
City before they gave to okay for the temple. I read in the ensign that the Philly mayor didn't want the church to build a temple on such prime real estate; instead, they wanted to have some sort of tax generating business. Now, with the temple and a new high rise, each party gets what they wanted.
