There are a couple of things to consider here.
First off, Utah is still in the running for a few four star guys this year, and with how they've performed so far, especially if they win out, their odds to pick up some highly ranked recruits before signing day go way up. Second, Utah has historically been much better at developing talent. Look at guys like Nate Orchard, who was a three star WR out of HS. Or Alex Smith and Brian Johnson, who were both 2 star guys. Most of the guys playing in the NFL from Utah were 3 star or less recruits. Unless something big changes at BYU and soon, they're going to fall way, way behind in the local recruiting battle.
