Again, they will give the ticket if you are impeding the flow of traffic -- which you are if you are forcing cars traveling faster to move over into lanes with "slower" traffic. Having driven in Germany, where people actually are taught and obey the idea of staying right, except to get around slower traffic, it is amazing how much smoother traffic flows.
